ADDRESS OF LT. GOVERNOR, DELHI TO THE EIGHTH SESSION (BUDGET SESSION) OF THE SIXTH DELHI LEGISLATIVE ASSEMBLY
- I welcome you all to the Eighth Session (Budget Session) of the Sixth Legislative Assembly of the National Capital Territory of Delhi.
- My Government is committed to the welfare of the people. Actions of the Government have added impetus to the development process. Delhi has achieved significant economic progress. In 2018-19, the Gross State Domestic Product (GSDP) is estimated to be Rs. 7,79,652/- Crores registering a growth of 12.98%. Contribution of Delhi to the GDP of the nation was 4.14 % during 2018-19. The per
capita income of Delhi in 2018-19 is estimated at Rs. 3,65,529/- as
compared to Rs.3,28,985/- in 2017-18, indicating a growth of 11.11%. - While the economy of the state has flourished, it is imperative that all sections of the population become beneficiary of this growth. The growth has to be inclusive to uplift the conditions of the weaker sections of the population. Last few years have witnessed a focused approach of my Government towards attaining the objective.
- Education is an important parameter for inclusive growth. Investing in education plays a key role in meeting social development objectives. Number of initiatives have been taken by the Government to improve the education sector. Pre-primary & Primary Classes have been given big boost with the introduction of nursery classes in 149 Sarvodaya Vidyalayas, this has resulted in 301 schools with nursery classes. This will lead to increase in admission of more students in nursery classes and will also promote integrated education in the same school.
- From Academic Session 2018-19, one new Rastriya Pratibha Vikas Vidyalaya (RPVV) was opened and 09 existing schools were upgraded thereby paving the way for increasing the intake of students at different levels. Further, 05 schools of excellence with English as a medium of instruction have also become functional in this academic session.
- For the first time, 4178 classroom libraries have been setup in primary section of Government Schools with the objective of inculcating reading habit among children at an early stage.
- 3,30,460 students attended classes under new programme “Mission Buniyad” through which special campaign during April to June was organized for students from Class – I to IX of Delhi Government and Municipal Corporation Schools to improve reading ability and mathematical skills.
- A new curriculum – ‘Happiness Curriculum’ was started in all Government Schools.
- To improve communication skills of the students, special classes were conducted to cover 24,000 students for development of spoken English skills and communicative competence through specialized professional Institutions.
- To provide same level of educational opportunity to the students belonging to the Economically Weaker Sections and Disadvantaged Groups (EWS&DG); 32,455 students were nominated through online lottery system for admission in the entry grade classes in different unaided private schools under EWS & DG quota during 2018-19.
- To focus on Out of School Children, 556 Special Training Centres (STCs) have been setup and 17,178 Out of School Children were enrolled to train them appropriate to their age and then bring them to regular school.
- School Management Committees have been constituted in all Government schools and Aided schools for monitoring the Right to Education. All newly elected School Management Committee members were imparted training to enable them to discharge their duties.
- To ensure that students of Delhi get education in acclaimed institutions, my Government has decided to reimburse to Rashtriya Indian Military College (RIMC), Dehradun, the actual fee charged to the student which shall also include any increase in the tuition fee in future.
- To strengthen the school infrastructure, construction of 31 new school buildings have been started. Government has approved construction of about 12,700 additional class rooms in existing schools for increased access to education and to achieve the ideal Pupil Teacher Ratio. Upgradation of Nursery class rooms in existing 155 Sarvodaya Vidyalayas and Middle School Libraries in 400 Schools have been initiated. CCTVs will be installed in all government schools for safety and security of students.
- To encourage excellence in sports, Government has decided to provide employment opportunities to the sportspersons. It has been decided to reserve 5% of vacancies of the total number of vacancies in all Departments/PSUs/Autonomous bodies etc. for sports persons.
- Government has decided to increase cash incentives to outstanding sportspersons of Delhi for their achievements in Olympics, Asian Games and Commonwealth Games including Para Games. Amount of cash incentives to Olympic Games and Paralympic Games Gold Medal winner will be Rs. 3.00 Crores, Silver Medal winner will get Rs. 2.00 Crores and Bronze Medal winner will be given Rs. 1.00 Crore.
- In a recent decision Government has approved construction of sports complex for Education Department at village Kair of Assembly Constituency Najafgarh, New Delhi at a cost of Rs. 139.16 Crores.
- Higher Education is a key driver of economic growth and productivity. To encourage Higher Education, Government has extended financial support through the Merit-cum-Means linked Financial Assistance Scheme and Delhi Higher Education & Skill Development Guarantee Scheme.
- Ambedkar University Delhi has launched number of new undergraduate and postgraduate courses as well as PhD programmes during the current session 2018-19. A new School – School of Global Affairs (SGA) has been started during 2018-19. It currently offers three undergraduate and two postgraduate programmes. The University now has a total of 13 Schools altogether in its three campuses.
- As recognition of excellence, National Law University, Delhi has received the second rank in the Law School category of National Institutional Ranking Framework 2018 of the Ministry of Human Resource Development, Govt. of India.
- Netaji Subhash Institute of Technology was upgraded as a University with effect from 26.09.2018. It is now known as Netaji Subhash University of Technology.
- World Class Skill Centre is presently functioning from the campus of ITI Vivek Vihar. Construction of permanent campus of World Class Skill Centre is in progress at Jaunapur. Further, it is proposed to establish 25 more World Class Skill Centers. In the first phase, 06 World Class Skill Centers are to be started. In second phase, another 19 World Class Skill Centers are planned to be made functional.
- Health care for the citizens is not only a desirable goal, but also an essential investment in Human Resources. Government is committed to provide preventive, promotive and curative Health Care Services to the citizens of Delhi.
- There are 36 Multispecialty Hospitals including 6 Super Specialty Hospitals. In addition to this, 180 Allopathic Dispensaries, 187 Aam Aadmi Mohalla Clinics and 25 Polyclinics are providing healthcare services to the citizens of Delhi. The proposal of opening of 94 Polyclinics after remodelling of existing dispensaries has been approved by the Government in order to provide Multispecialty Health care facility throughout Delhi.
- To provide additional 10,000 beds in hospitals, the work of enhancement of bed capacity through construction of hospitals at Burari, Ambedkar Nagar and Dwarka is in progress. In addition, there is a proposal of remodelling of 17 existing hospitals to increase number of overall bed capacity and services.
- Government has taken number of initiatives to reduce the burden on the citizens for medical treatment. All essential drugs are being provided free of cost to patients attending public health centres of Delhi Government. Free lab diagnostic and free radiological services to patients through empanelled radiological centres are available for patients, if referred from Delhi Government Health Centres. Free surgery for 52 kinds of surgeries by 48 empanelled hospitals on referral by Delhi Govt. hospitals are being provided to patients. The scheme of free treatment/surgery/diagnostic tests for general public, which cannot be provided at Delhi Govt. hospitals, are being provided through indentified private hospitals for which payment is released through Delhi Arogya Kosh.
- Government has amended the eligibility criteria for availing financial assistance through Delhi Arogya Kosh for free treatment in identified private hospitals/nursing homes for Medico-legal victims of road accident, acid attack and thermal burn injury when the incident has occurred in Delhi,
- Pre-Conception & Pre-Natal Diagnostic Techniques Act, 1994 (PC & PNDT Act, 1994) was enacted so as to prevent the illicit use of technology that adversely affect the sex ratio. For effective implementation of PC & PNDT Act, 1994, Government has approved an incentive/rewards scheme to get information/tip-off regarding centres/Doctors who are performing sex determination test.
- Centralized Accident & Trauma Services (CATS) is providing round the clock ambulance services in Delhi. CATS has a fleet of 265 ambulances. To reduce the response time in congested areas and J.J clusters, CATS has launched a pilot project for induction of First Responder Vehicle (FRVs) with a fleet of 16 FRVs (Motorcycle) in East Delhi (East, North East & Shahdara District). These FRVs are equipped with medical equipments and will be manned by trained ambulance and manpower.
- Government has taken special care of the marginalized and vulnerable sections of the society. Government provides financial assistance of Rs. 2500/- through Delhi Pension Scheme to women in distress. Similarly, one time grant of Rs. 30,000/- is paid to poor widows for performing marriage of their daughters. Financial assistance is also provided to old persons who are without any means of subsistence. People in the age group of 60 – 69 years are given pension of Rs.2,000/- per month with an additional Rs. 500/- per month to the beneficiaries who belong to SC/ST/Minorities category. Persons who are 70 years and above are given a monthly pension of Rs. 2,500/-. Through Disability Pension Scheme, financial assistance of Rs. 2,500/- per month is provided to persons with disability. In addition to this, financial assistance is also provided under National Family Benefit Scheme. Under this scheme, one time assistance of Rs. 20,000/- is provided to the beneficiary.
- On 18.09.2018, Government has approved a proposal for mapping Delhi using ‘Safetipin’, focusing on women safety in public places.
- For the welfare of the Senior Citizens, Government has also launched “Mukhyamantri Tirth Yatra Yojana” on 05.12.2018. This scheme is applicable to Senior Citizens who have completed 60 years of age. Government will arrange and bear the cost of Tirth Yatra covering the specified destinations.
- In order to honour the Defence Personnel/Delhi Police Personnel/Para-Military Personnel/Home Guards/Delhi Fire Service Personnel/Civil Defence Volunteers, who die in operation/war/discharge of bona-fide duty, my Government has decided to grant an ex-gratia of Rs.1 Crore to the family of the deceased.
- For the welfare of SC/ST/OBC/Minority Students, Government is providing scholarship through 09 scholarship schemes. Further, “Jai Bhim Mukhyamantri Pratibha Vikas Yojana” is envisaged for assisting students belonging to SC category to appear in various competitive examinations by way of providing coaching through empanelled private coaching institutes. Students belonging to SC category and having total family income of not more than Rs. 6.00 lakh per annum are eligible under this scheme. Monthly stipend of Rs.2,500/- per student is paid for attending the coaching classes. During the financial year 2018-19, funds to the tune of Rs.24 Crores has been allocated under the scheme for providing coaching to nearly 5,000 SC category students.
- Department for welfare of SC/ST/OBC/Minorities is implementing scheme for improvement of SC bastis through civil development works.
- My Government is committed to ‘Jahan Jhuggi Wahin Makan’ by adopting in-situ rehabilitation of JJ Bastis so that the poor JJ dwellers are not displaced to far off areas in the city. They will be rehabilitated in areas within a radius of 05 Kms. With this approach JJ dwellers will be able to retain the linkages with their profession and will continue to earn their livelihood without much disturbance. As a first in-situ project, Delhi Urban Shelter Improvement Board (DUSIB) is in advance stage of allotting 1060 houses at Sultanpuri. Besides this, 04 JJ bastis located in different parts of the city will be shifted to Dwarka, for which draw of flats has already been conducted. To fulfill this promise, Government has also undertaken construction of 5,594 multi-storied EWS houses at four locations in the city. Construction of these flats will be completed in 24 months. DUSIB will also conduct demand survey of all jhuggi dwellers in Delhi which will cover around 750 JJ bastis to make a plan for their rehabilitation in built up flats. They will be issued a certificate after the survey as a proof of their occupying a Jhuggi which will establish their claim for allotment of flat. The Delhi Slum and JJ Rehabilitation and Relocation Policy, which was notified by Government of Delhi on 11.12.2017, has been recently renamed as “Mukhya Mantri Awas Yojna”.
- Government of Delhi is committed to welfare of citizens. To ensure that citizens get basic amenities, Government has continued the subsidy of 50% on electricity charges for all domestic consumers consuming up to 400 Units per month. Similarly, domestic households having functional water meter get free water supply up to 20 KL per month. This facility has also been extended to Group Housing Societies.
- Demand of water of the city population has been successfully met. Water supply has been extended to 1337 unauthorized colonies. About 108 Kms old water line has been replaced to improve water supply and to prevent water contamination.
- To augment the water supply in Delhi, Delhi Jal Board has also taken up rejuvenation of 159 existing water bodies and creation of 5 new water bodies.
- The work of construction of 70 MGD STP at Coronation Pillar and rehabilitation/ augmentation of Kondli, Rithala and Okhla STPs have been taken up to augment the treatment capacity from 607 MGD to 707 MGD within next two years.
- Work is in progress for improvement of carrying capacity of the Sewer Lines. 167 KM of peripheral Sewer Lines are being upgraded with trenchless technology to increase the life span by more than 50 years.
- Sewerage facility has been provided in 266 unauthorized colonies and work is in progress in 355 colonies.
- The work of laying sewer line in 162 colonies in Palam, Bijwasan, Matiyala, Dwarka, Najafgarh, Mundka, Ritala, Vikaspuri constituencies is being taken up and shall be completed in phases by December, 2020.
- For cleaning of Yamuna, the project of interceptor sewer has been completed to the extent of 92% and about 110 MGD waste water have been trapped from the drains and now being treated at the Sewer Treatment Plant. It is proposed to establish decentralized STPs in rural areas where at present infrastructure of STPs does not exist.
- Government has increased MLALAD funds to Rs.10 Crores for each Assembly Constituency so that MLAs could carry out more developmental works in their assembly constituencies.
- For the welfare of labourers, Govt. of Delhi has established its commitment by restoring the minimum wages which were enhanced by Govt. of Delhi in March, 2017 through the intervention of Hon’ble Supreme Court of India in respect of all those, who have been directly employed on contract basis by Government of NCT of Delhi at minimum wage rates or who have been employed by contractors in various works of Government of NCT of Delhi at minimum wage rates. They shall continue to receive payments at earlier rates prevailing before 4th August, 2018.
- For general welfare of workers and other persons, Govt. of Delhi has constituted Delhi Labour Welfare Board under the provisions of Bombay Labour Welfare Fund Act, 1953 and Delhi Labour Welfare Fund Rules-1997 vide notification issued on 12.06.2018. This is a tripartite board representing employers, employees and Govt. representatives. The board is mandated to carve out various welfare schemes for the benefit of workers and other persons.
- On 21–22 January, 2019, Government organized Delhi Rojgar Mela 2019. This mela brought the employers and the job seekers face to face. This resulted in quick processing of the applications and offer of appointments to the candidates. Large numbers of job seekers were benefited.
- For development of villages, Department of Rural Development has issued administrative approval and expenditure sanction in respect of 352 projects amounting to Rs. 337 Crores for the year 2018-19.
- Infrastructure of the city has been further upgraded. The Signature Bridge was made operational for the public on 05.11.2018. The Signature Bridge is the first asymmetrical cable-stayed bridge in India. This bridge has reduced the travel time between North and North-East Delhi. In addition to this, skywalk and foot over bridge at ITO was opened for public use. To improve the infrastructure in the city, elevated Road over Barapullah Nallah (Phase-II) was opened. This will result in decongestion of the ring road in front of Sarai Kale Khan Bus Stand apart from reduction in travel time by 15 to 20 Minutes.
- Number of projects to improve the road infrastructure are also in progress:-
- Construction of Elevated Road of Barapullah Phase-III from Sarai Kale Khan to Mayur Vihar.
- Single Flyover from Munirka to Army Hospital on the Outer Ring Road and Underpass at junction of B.J. Marg and Inner Ring Road.
- Tunnel below ITPO from Bhairon Road-Ring Road Junction to Purana Quila Road.
- For street light illumination and illumination of dark spots, 3722 poles have been installed and 6101 LED lights were installed and energized by PWD. This will ensure safety of citizens, particularly women. Further, to ensure security of women in the city, Government has approved installation of CCTVs throughout the city.
- PWD will strengthen 340 Kms road during this year. In addition to this, PWD has planned to carry out 500 Kms of road landscaping. The beautification work under 35 flyovers has been taken up. As a green measure, an innovative pilot project to install solar panels over 16 Kms of cycle tracks has been proposed on PWD roads.
- Peak power demand of 7016 MW was successfully met this year. To promote eco-friendly energy generation, Government has approved “Mukhyamantri Kisaan Aay Badhotari Solar Yojna” on 24.7.2018 and “Mukhyamantri Solar Power Yojna” for domestic consumers in Delhi on 25.09.2018.
- Government has decided to boost public transport infrastructure in Delhi. Agreements have been signed for engagement of 1000 Standard Height Floor Buses under Cluster Scheme. In keeping with its commitment to provide environmental friendly public transport, the Government has also decided to engage 1000 Low Floor Air Conditioned Electric Buses under the Cluster Scheme. With this decision, Delhi has become the first state to engage electric buses at such a large scale. In addition to this, 1000 low floor Air Conditioned CNG propelled buses have been approved under Cluster Scheme.
- Further, the Government has decided to expand the Metro Rail Network. Government has approved Phase-IV of the Delhi Metro which will add 103.937 Kms. to the Delhi Metro Network.
- Government has approved the revised funding plan for Metro Phase-IV according to which the Government will bear Rs.9707.50 Crores of the total project cost for Phase-IV. It has been further decided that DMRC would construct elevated roads on top of the elevated sections of metro corridors No. 1, 2, and 3, for which Delhi Government would bear the cost.
- As another step of good governance, on 10.09.2018 my Government rolled out scheme for Doorstep Delivery of Public Services with 40 services. Thirty more services will be added. This will allow citizens to obtain various services of the Government right from their homes without having to make multiple rounds of the Government offices.
- Government has focused attention to improve environment in the city and to check pollution. Number of action have been taken which include constant monitoring of air pollution, implementation of Graded Response Action Plan (GRAP), plantation drive, providing subsidy to industries to use PNG, incentivizing eateries to convert from coal-based tandoors to gas-based tandoors. Further, Delhi Pollution Control Committee (DPCC) has issued notification on 29.6.2018 by which only approved fuels are permitted to be used. During Diwali festival, ban on fire crackers was enforced to prevent deterioration of air quality. Green Budget was introduced in the budget for 2018-19, after studying several initiatives to reduce air pollution in a scientific manner. 26 programmes and projects of different departments have been included in the Green Budget. To control water pollution, Effluent Treatment Plants (ETPs) are installed in various industrial units, hotels etc. For treatment of waste water generated from the industrial areas, 13 CETPs have been installed.
- Hon’ble Speaker and Members of the august House, I have presented before you, in brief, the highlights of some of the activities undertaken by my Government. The Finance Minister will spell out further details, in his Budget Speech.
