Regular checks should be carried out to ensure uniform and unobstructed illumination at Dark Spots: LG

Expedite the process of installation of CCTVs and Panic Buttons in the buses and ensure that Women helpline numbers are properly displayed on all DTC and Cluster Buses, schools, etc. : LG

All stakeholders must have a focused and coordinated strategy to make Delhi a safe city for women : LG

Sh. Anil Baijal, Hon’ble Lt. Governor, Delhi chaired the 10thmeeting of the ‘Task Force on Women Safety Issues’ at Raj Niwas. The meeting was attended by Chairperson, Delhi Commission for Women; Commissioner of Police, Delhi; Pr. Secretary (Law & Justice), GNCTD; Commissioner (SDMC); Spl. Commissioner of Police (Women Safety); CEO (DUSIB);Secretary (TTE), GNCTD; Secretary, NDMC; Secretary (Social Welfare); Director (Education), GNCTD; Spl. Secretary (Home), GNCTD; Member Secretary (DSLSA), representative from Safetipin.

At the outset, action taken on issues identified in the 9thmeeting of Task Force held on 12thJune, 2019 on Women Safety was reviewed.

NGO ‘Safetipin’ presented a detailed report on various parameters like dark spots, visibility, walk paths and public transport to improve the safety of women in Delhi. It was informed by ‘Safetipin’ that they have resurveyed the areas covered by them earlier in 2016 in 2019 alongwith new areas in which they have covered 3077 KMs and collected one lakh plus images. It was also apprised to Hon’ble LG that in the survey of 2016, ‘Safetipin’ had identified 7438 darks spots while in its resurvey in 2019 only 2780 darks spots have been identified.

Hon’ble LG was further informed about the various Women Safety initiatives taken by Delhi Police such as 15 All Women PCR MPVs; 30 PARAKRAM Vans in Vulnerable Areas; 259 Women Beat Police Officers on bicycles and motorcycles; Induction of all women Special Weapons And Tactics (SWAT) team; 312 Women Police Officers deployed on 196 PCR Vans (Day & Night Shifts); 500 PCR Vans deployed around girls schools and colleges; etc. Further, 3,25,086 girls/women imparted self defense training in 2018 and this achievement has been sent to Limca Book of World Records. Delhi Police also informed Hon’ble LG about the special recruitment drives for female candidates.

It was informed by Transport Department that the process of induction of 1000 buses with CCTV and Panic Button has started. 25 buses having three CCTV and 14 Panic Buttons each have already joined the cluster fleet on 20thAugust 2019. It was also informed that tender for CCTV and Panic Buttons is nearing finalization and CCTVs will be installed in existing buses also by April 2020.

Director (Education), GNCTD informed Hon’ble LG that CCTV cameras have been installed in 892 Govt. Schools. So far, CCTV coverage has been ensured outside 63 school buildings and the rest would be covered by December, 2019.

Hon’ble LG directed PWD, MCDs and other concerned agencies that in all identified darks spots, streetlights should be installed. Hon’ble LG directed that the regular checks should be carried out by concerned officials to ensure uniform and unobstructed illumination.

Hon’ble LG further directed Commissioner (Transport) to expedite the process of installing of CCTV and Panic Button in the buses and also to ensure that Women helpline number is properly displayed on all DTC and Cluster Buses.

Chairperson, DCW raised the issue of Spas with illegal activities mushrooming in the city. Hon’ble LG directed the Commissioner of Police to take stringent action in the matter.

Finally, the Lt. Governor again emphasized that all stakeholders must have a focused and coordinated strategy to make Delhi a safe city for women. Stressing on the need for a change in mindset as well, he directed the departments to keep up their efforts for generating awareness and sensitization.
