Sh. Anil Baijal, Lt. Governor, Delhi chaired a Law & Order meeting today at Raj Niwas and reviewed the functioning of Economic Offences Wing and Cyber Cell of Delhi Police with focus on institutional interventions to further strengthen the economic and cyber investigation setup. . The meeting was attended by Chief Secretary, Delhi, Pr. Secretary (Home), GNCTD, Commissioner of Police, Delhi, Spl. CPs and Jt. CPs of Delhi Police.
The Special Commissioner of Police, Economic Offences Wing (EOW) presented the salient aspects of the functioning of EOW, including nature of economic and cyber crimes, process of investigation, coordination with other stakeholders, initiatives taken to enhance the quality of investigation and outreach efforts being taken to prevent economic and cyber crimes.
Subsequent to the presentations, the Hon'ble Lt. Governor issued the following directions:
- Delhi Police should harness the services of technical and specialized institutions functioning in the NCT of Delhi for augmenting its investigation skills, specifically in the fields of technology, intellectual property violations, taxation and accountancy.
- The Forensic Science Laboratories (FSLs) of Delhi Government should augment their capacity to ensure timely delivery of Forensic Reports required by Police in criminal investigations, including cases of economic and cyber crimes
- Nodal Officers should be appointed in various departments such as Municipal Corporations, Divisional Commissioner’s office, DDA, etc. for handling requests for information made by various Investigating Units of Delhi Police.
- Legal Officers may be hired by Delhi Police for assisting the Investigating Officers in cases involving complex Intellectual Property Right issues and financial or regulatory wrongdoings.
- The databases related to property registration, taxation and land records maintained by various agencies such as Municipal Corporations, Sub-Registrar offices, etc. should be interlinked to ensure better monitoring of attempted frauds and tax evasions.
- Delhi Police should also explore the possibility of engaging the services of specialist domain expert for augmenting the security of its own critical information infrastructures such as data centres, communication network, etc.
