Lt. Governor, Delhi Sh. Anil Baijal writes to Deputy Chief Minister on the proposal for training of Teachers/HoS/Principals in Finland.
Surprised that the issue of not showing files of teachers raised in the file that I have myself referred to you for comments : LG to Dy. CM
Proposal is concurred for timely implementation of the training programme : LG to Dy. CM
Lt. Governor, Delhi Sh. Anil Baijal has written to the Hon’ble Deputy Chief Minister with reference to his note where he has raised the issue that while putting up the proposal related to sending teachers/HoS/Principals to Finland for training programme in January, 2018, the file was not shown to him.

Hon’ble Lt. Governor has stated that as earlier explained in his D.O. letter dated 13.11.2017, it is not clear as to who has given this impression to the Dy CM that his office has given instructions not to show any file concerning ‘teachers’ to the Minister-in-charge. Hon’ble LG mentioned that his office has only issued the Standing Order dated 15.09.2017 as per Rule 45 of Transaction of Business of the Govt. of NCT of Delhi Rules, 1993 to regulate the transaction and disposal of the business relating to executive functions pertaining to his office.

Hon’ble LG also expressed his surprise that despite the matter having been clarified in the above-mentioned D.O., this issue has again been raised and that too on a file which Hon’ble LG has himself referred to the Hon’ble Dy. CM for his comments. Hon’ble LG further noted that the Hon’ble Dy. CM has not given any comments on the proposal. Nevertheless, Hon’ble LG stated that as the improvement of quality of education is a shared concern, the proposal of the department for training of teachers/HoS/Principals is concurred to avoid any further loss of time in its implementation unless Hon’ble Dy. CM has any different views.
