At the outset, I thank all gathered here to commemorate the Armed Forces Flag Day. It is indeed a solemn occasion, dedicated to honouring the indomitable courage, selfless service and unwavering patriotism of our soldiers. It is a day when we remember, not only their glorious victories, but also the quiet sacrifices they make, every single day, to safeguard our Nation. I consider it a privilege to address you on this sacred occasion.
02. The presence of CDS and three Defence Chiefs along with their spouses, adds immense grace to today’s event. Your presence on this occasion, this year also make the celebrations historically significant. Your leadership, commitment and distinguished service, seen by all during Operation SINDOOR, continue to inspire the people of Delhi and the entire Nation.
03. This year, our Armed Forces once again demonstrated exceptional professionalism and resolve during Operation SINDOOR. They protected our interests and safeguarded Indian lives, under challenging circumstances. The entire Nation stands proud of our soldiers, who continue to operate in difficult terrain, adverse weather and hostile situations, be it on our borders, in our oceans or our skies. Their dedication, reaffirms India's commitment to peace, stability and humanitarian values. This Public Felicitation is our gratitude to each one of you and all ranks of our Armed Forces.
04. I am also delighted to felicitate the “Warriors of Delhi” - the proud sons and daughters of this soil, who have brought laurels to the Nation. I extend my heartfelt congratulations to each awardee and their families, for the prestigious distinctions conferred upon them, by the Hon’ble President of India. Your valour lights the path for all of us.
05. The presentation by the artists of the National School of Drama was truly exceptional. Their depiction of Operation SINDOOR was not just a performance, but a powerful reminder of the courage, precision and humanitarian commitment, with which our Armed Forces conduct every mission. Through their art, they brought alive the emotions behind the uniform - the resolve of the soldier, the anxiety of families, as well as the Nation’s gratitude. I convey my appreciation to each artist for creating such a meaningful and impactful portrayal.
06. The Senior Division Cadet of NCC have demonstrated their talent in performing arts, as good as artists from National School of Drama. I am sure that in the years to come, these smart cadets will excel in all spheres of life and contribute to Nation Building.
07. I also take this opportunity, to welcome all special invitees who are being felicitated by the Government of Delhi. We are grateful for your contribution towards the nation, and for your dedication to the Armed Forces. The 132 Ecological Task Force has been working tirelessly to improve the degraded forests of Delhi. The Ex-Servicemen of the 132 ETF, are exemplary in demonstrating how discipline and dedication can be channelled towards nation-building. Today, we acknowledge and honour the contribution of this Force, in improving the ecological parameters of Delhi.

08. Armed Forces Flag Day is not only a day of remembrance, but a reminder of the challenges faced by Ex-Servicemen, as they transition from military to civilian life. They retire young, often with decades of productive life ahead of them. This shift can be emotionally, socially and professionally demanding. It is our collective responsibility to ensure that their welfare, dignity and aspirations remain, a key focus of our policies. I have directed the Rajya Sainik Board to complete full automation of records, update the database of Ex-Servicemen, Veer Naris and Dependents, and ensure that every veteran family in Delhi is reached without exception.
09. Today, on behalf of all residents of Delhi, I bow in reverence, to those who have made the supreme sacrifice in the service of the Nation. I especially honour the Veer Naris, who stand as pillars of strength, courage and resilience. Their sacrifice is silent yet immeasurable. They carry forward the legacy of our fallen heroes with dignity, and inspire us with their resolve. Delhi stands with them -today and always.
10. The Government of Delhi remains deeply committed to enhancing employment opportunities for the resettlement of Ex-Servicemen. I urge the Chief Secretary and all Departments, to extend every possible support to RSB in this endeavour. Our Veterans deserve, not only respect, but meaningful opportunities to contribute to Nation-building in their second innings.
11. The Raksha Mantri has recently enhanced the financial assistance, under all Central welfare schemes, by doubling their amounts. I would like to convey, that we will also follow the same at the State level. All State-level welfare schemes of the Rajya Sainik Board will be doubled this year, so that our Veteran community and Veer Naris receive greater support.
12. I would also like to announce that the Rajya Sainik Board, will now begin issuing plastic Identity Cards to all Ex-Servicemen in Delhi. I have approved this initiative. The Board is directed to install the required machinery and equipment at the earliest, so that the system becomes operational without delay. With effect from 1st April 2026, only the new plastic, ESM Identity Cards will be issued. This will ensure better durability, security and convenience for our Veterans.
13. To every citizen of Delhi and to all gathered here today, I appeal to you to commit yourselves to supporting our Ex-Servicemen, War Widows and their families - not only through words, but through meaningful action. I appeal to all to contribute generously to the Armed Forces Flag Day Fund, which directly supports the welfare of our Veteran Community.
