Lt. Governor, Sh. Anil Baijal reviews the detailed Action Plan of agencies/stakeholders on measures to combat Air Pollution in Delhi.

  • Timelines of various activities for Solid Waste Management to be shortened to within 08-16 months by Municipal Corporations: LG.
  • E-challaning initiated by Transport Department, GNCTD.
  • Final notification on approved fuels to be issued after 15th February, 2018.
  • Drive to convert all industrial units from fossil fuels to PNG initiated by DPCC.
  • Increase the number of Environmental Marshals after a thorough assessment of their performance: LG

Sh. Anil Baijal, Hon’ble Lt. Governor, Delhi chaired a meeting today at Raj Niwas to review the detailed Action Plan of agencies/stakeholders on measures to combat Air Pollution in Delhi.

The meeting was attended by Hon’ble Minister (Environment & Forest) Sh. Imran Hussain, Pr. Secretary (Urban Development) GNCTD; Joint Secretary (MOEF), GOI; Engineer Member, DDA; Commissioner (Transport), GNCTD; Secretary (New Delhi Municipal Council), Commissioner South MCD and East DMC; Secretary (Environment & Forest), GNCTD; Special Commissioner (Traffic), Delhi Police and officers concerned from the other agencies.

Before reviewing the action taken on the decisions of the previous meeting, Secretary (Environment) briefed the Hon’ble Lt. Governor about“Clean Air for Delhi Campaign” from 10th to 23 rd February, 2018 to create awareness. It was further informed that the campaign will be jointly conducted by Govt. of Delhi and Govt. of India. Hon’ble Lt. Governor suggested preparing a concrete operational plan of the campaign.

Solid Waste Management Timelines proposed by all the Municipal Corporations were reviewed thread bare and Hon’ble Lt. Governor directed that the timelines of the various activities be compressed within 08-16 months.

Commissioner (Transport) briefed the Lt. Governor about the draft “Delhi Scrapping of Vehicle Rules 2018” for scrapping of 15 year old vehicles under the Motor Vehicle Act and proposal of signing of MOU with MSTC. It was further informed that for strengthening the enforcement team, a proposal has been sent for delegation of powers to Head Constables. Further, e-challaning has been initiated; matter for linking up VAAHAN with RFID system has been taken up; draft notification of “Delhi Maintenance and Management of Parking Rules, 2017” has been published in Delhi Govt. Gazette; draft proposal for opening of two fitness centres in PPP mode is under submission; two bus depots at East Vinod Nagar and Bawana (for housing 100 electric buses each) have been identified; scheme for promoting electric vehicles is being taken up and depot construction work has been initiated. MORTH is linking PUC with VAAHAN software which is likely to be done by April 2018. Mass challaning of 35,000 commercial vehicles has been done who did not have fitness of vehicles.

Secretary Environment – cum- Chairman, DPCC informed that another air quality assessment study is being discussed with IIT Kanpur. Further, 83 home guards as Environment Marshals have been deployed in wards of three municipal corporations covering areas of EDMC, SDMC and North MCD. The Environmental Marshals are connected with Sanitation Inspector (SI) of respective MCDs Supervisor officers of DPCC through Whatsapp group. Hon’ble Lt. Governor directed to increase the number of Environmental Marshals after a thorough review of their performance in the field. It was further informed that action is being taken against polluting industries. Final notification on approved fuels would be issued after 15th February, 2018, and a drive to convert all industrial units from using fossil fuels to PNG has been initiated by DPCC.

Finally, Hon’ble Lt. Governor directed all the agencies to complete their actions for combating air pollution keeping in view the onset of next winter. He stated that all the agencies should adhere to the time-bound schedule for the various activities identified and also generate awareness among the public on a continuous basis for improving the air quality in Delhi.
