Sh. Anil Baijal, Hon’ble Lt. Governor, Delhi chaired a meeting today at Raj Niwas to review the traffic management and environment pollution at Kaushambi and Anand Vihar where three terminals – bus, metro and railways converge.

The meeting was attended by Hon’ble Minister (Transport) Sh. Kailash Gahlot, Chief Secretary, GNCTD; Dr. Bhure Lal, Chairman, EPCA; Pr. Secretary (PWD), GNCTD; Transport Commissioner & MD, UPSRTC; Chairman-cum-CEO, Noida; Pr. Secretary (Transport), Govt. of U.P.; Commissioner (Transport), GNCTD; Commissioner, North MCD; Spl. Commissioner (Traffic), Delhi Police; Secretary (Environment & Forest), GNCTD; Engineer-in-Chief, PWD; representatives from Railway and Metro; Smt. Sunita Narain, Director General, (Centre for Science and Environment).

Dr. Bhure Lal, Chairman, EPCA made a presentation highlighting the issues including traffic congestion, sanitation and hygiene, overcrowding of terminals etc.

It was informed to Hon’ble Lt. Governor that Anand Vihar is surrounded by two industrial areas i.e. Sahibabad and Patparganj. These industrial areas are using non-approved fuels for running their industries and are burning garbage in their industrial areas. Lt. Governor advised the Environment Department, DPCC and agencies concerned to devise a mechanism for door-to-door checking and patrolling in these areas for better enforcement of non-usage of non-permitted fuels.

Dr. Bhure Lal, Chairman, EPCA also informed the Lt. Governor regarding the need for setting up of urinals by DMRC at Kaushambi for better hygiene and preventing open defecation. Hon’ble Lt. Governor directed DMRC to carry out the work in a time-bound manner. Lt. Governor also suggested that for dust control measures, sprinkling of water should be done at the DMRC sites.

Dr. Bhure Lal, Chairman, EPCA also highlighted the need to fully pave the bus terminal at Anand Vihar. Hon’ble Lt. Governor directed Commissioner, East MCD and PWD to carry out the remaining paving work, so as to minimize the dust pollution around Bus Terminal. Lt. Governor also directed Commissioner, East MCD to take care of general sanitation and hygiene of the area.

Dr. Bhure Lal, Chairman, EPCA also mentioned that Traffic Police should notify these areas as no parking-zone for the main roads, so that buses and three wheelers do not remain parked there, which causes a lot of traffic congestion and inconvenience.

Delhi Traffic Police also apprised Hon’ble Lt. Governor about the efforts made by them to decongest ISBT Anand Vihar such as improvement at Exit and Entry Gate through regulation forcing the buses to line up in a row; fixing of Height Barriers on the road leading to Dabur T –Point to prevent entry of heavy vehicles; removal of Encroachment around the Foot Over Bridge; Prosecution against improper/obstructive parking etc.

Lt. Governor urged that for better traffic management , possibility of multi-modal integration system should be explored which would be headed by a single agency.

Dr. Bhure Lal, Chairman, EPCA also raised the issues of industries running in Badli, Bawana, Narela and DTU areas which are causing air pollution. It was informed that most of these industries are burning waste, and there are approximately 10,000 rubber units which are in operation and need to be checked. Lt. Governor was also informed about problems of Sanjay Gandhi Transport Nagar which is in a bad condition as there is no pavement or carpeting etc. Lt. Governor instructed Commissioner (North MCD) to visit the area and ensure that the pavement and carpeting of roads is taken up at the earliest. Regarding violation of environmental laws in these areas, Lt. Governor directed Secretary (Environment) and DPCC to look into the matter and take appropriate action as per law.
