Sh. Anil Baijal, Hon’ble Lt. Governor, Delhi reviewed the progress/steps taken in the implementation of the amended provisions of law qua offences against women in pursuance of promulgation of the Criminal Law (Amendment) Ordinance, 2018 at Raj Niwas. The meeting was attended by Sh. Satyendra Jain, Hon’ble Minister (Home), GNCTD, Pr. Secretary (Home), GNCTD, Pr. Secretary (Law), GNCTD, Spl. CP (Crime), Secretary (Women and Child Development), GNCTD, Director (Directorate of Prosecution), Delhi, Director (Forensic Science Laboratory).

At the outset, Pr. Secretary (Home), GNCTD outlined the various issues including the steps to be taken to enforce the Criminal Law (Amendment) Ordinance, 2018 effectively. He also apprised Hon’ble Lt. Governor about the various steps already taken in this regard.

It was stressed that a coordinated approach among investigation, prosecution and trial machineries is needed to enforce the said ordinance in its letter and spirit.

Adequate provisions to enhance forensic facilities, employment of dedicated staff in FSL, recruitment of women officers for purpose of investigation and an increase in Public Prosecutors for timely scrutiny of charge sheet and prosecution in the court is required. Setting up of additional dedicated special fast track courts/special courts is also needed to enforce the provisions of the ordinance in its true spirit. This would be helpful in clearing the backlog already pending in the court.

Hon’ble Lt. Governor emphasised upon optimum use of staff and resources of FSL for speedy disposal of the cases. He further advised to explore the possibility of engaging Public Prosecutors on contractual basis till regular recruitment is conducted by UPSC. At the same time, Hon’ble Lt. Governor also directed to get this matter expedited with UPSC.

Lastly, Lt. Governor directed all the agencies to take up all necessary steps for effective implementation of the ordinance in a time-bound manner.
