Lt. Governor, Delhi, Sh. Anil Baijal chaired a meeting to review measures for decongestion of traffic observed from ‘Y” point Salimgarh Bypass to Majnu Ka Tila on Ring Road. The meeting was attended by Pr. Secretary (PWD), GNCTD, Spl. CP (Traffic), Delhi Police, Engineer-in-Chief (PWD), GNCTD, Dr. S. Velumurugan, Senior Principal Scientist, CRRI.

A presentation was made to Hon’ble Lt. Governor in this regard. It was informed that the stretch of Ring Road from Shanti Van to Chandgi Ram Akhara measuring 4.7 KM, falls within the jurisdiction of North District, Traffic. It was also informed that the traffic volume as well as pedestrian movement especially near the Old Hanuman Temple, Yamuna Bazar, Maharana Pratap ISBT, K. Gate, and opposite Monastery Market is very high and this stretch of Ring Road becomes extremely congested from the traffic point of view.

Hon’ble Lt. Governor was also apprised about the bottleneck points, traffic merging points, reasons of congestion, road engineering defects & remedial measures, etc.

Dr. S. Velumurugan, Senior Principal Scientist, CRRI informed the Lt. Governor about the following traffic engineering steps that can possibly help resolve the traffic congestion:

Short-Term Measures:Installation of lane based traffic signal at Y intersection behind Red Fort, installation of traffic signal on the merging point of Kela Ghat Road, Manual Method i.e. police controlled release of merging vehicles from the Shahdara flyover loop to continue till such time, Entry/Exit of the pedestrians be made directly from ISBT by extending FOB, removal of garbage containers placed on the Ring Road near Hanuman Temple.

Medium term measures: Creation of contra flow lane starting from the earmarked location between the Guided U turn and the merging point of the Shahdara flyovre loop and extending up to the Guided U turn just before the Chandgi Ram Akhara, removal of existing small island from merging point of Kela Ghat Road with the Ring Road and creation of a new channelizer/ road widening, creation of bus-bays at the Kudeshia Park Bus Stop, FOB with Escalator facility near Monastery Market area

Long Term measures: Creation of Ring Road bypass from Salimgarh Fort up to Wazirabad Road.

Delhi Traffic Police also apprised Hon’ble Lt. Governor about their proposals such as the extension of loop of Shahdara flyover to land right inside the terminal so that the buses intended to go to ISBT directly approach inside the terminal, exploring feasibility of a tunnel road within the Kashmere Gate ISBT to Chandagi Ram Akhara junction for taking the load of incoming and outgoing buses; extension of the Ring Road Bypass i.e. Salimgarh bypass from Y point to Signature bridge, Wazirabad, shifting of Interstate buses from Maharana Pratap ISBT to other suitable locations.

Further Delhi Traffic Police informed Lt. Governor about their current action plan which is:

1. Alternate discharge of traffic from ‘Y’ point.

2. One by one traffic discharge from foot of Hanuman Setu towards ISBT

3. Diversion of the inter-state buses from ‘U’ turn ISBT towards Salimgarh bypass road.

4. Traffic flow coming from Shastri Park via Shahdara loop flyover is controlled manually as per the traffic situation.

5. Not allowing TSRs/Taxis for halting and parking purpose.

6. Pedestrians are encouraged to use FOB.

7. Putting barricades on arch manner to allow the traffic merging in Ring Road without creating any hindrance.

8. The buses exiting from the ISBT are controlled in a single lane to merge into the traffic of Ring Road by putting barriers/bollards for segregation lane.

9. Traffic flow is being managed by allowing alternative movement of traffic at this stretch. In the evening, the U turn under the Shahdara flyover loop is being closed to ensure smooth flow of traffic

At the outset, Hon’ble Lt. Governor directed all concerned agencies to study the measures suggested and revert with those found feasible for implementation. Hon’ble LG also suggested exploring the possibility of making some stretches/roads one way after an intensive study in this regard.

Lt. Governor further observed that at the points where there is merging of traffic, no bottlenecks should be created and all road engineering proposals must take this aspect into consideration while preparation of their DPRs. Hon’ble Lt. Governor further stated that for better use of FOBs and in view of the need of our senior citizens, all the FOBs should mandatorily have lift facilities.

Finally, Lt. Governor directed Delhi Police to ensure that there is real-time information dissemination of the traffic situation to the people through FM radio, traffic police website/apps and social media.
