Hon’ble Lt. Governor, Delhi Sh. Anil Baijal chaired a law & order meeting of Delhi Police today and reviewed the current system of beat level policing, as well as measures proposed for its strengthening, improving mobility on ground/improving police visibility, empowering the beat officer/various ranks and making them multifunctional . The meeting was attended by Principal Secretary (Home), GNCTD, Commissioner of Police, Delhi, Spl. CPs and Jt. CPs.

Delhi Police made a detailed presentation in this regard. It was informed that about 8,000 police personnel including about 700 women personnel have been deployed as beat officials across 163 police stations of Delhi on regular basis to foster a sense of security among the citizens of Delhi. It was further informed that the beat staff are the grass root police officials for the delivery of services to the citizens and their effectiveness is vital for maintenance of law and order situation, intelligence gathering and infusing a sense of security among the citizens.

Hon’ble Lt. Governor was apprised about the various steps undertaken by Delhi Police for strengthening beat system like foot and bicycle patrolling; regular briefing of beat staff by senior officers; and paired motorcycle patrolling for enhanced visibility. Hon’ble LG encouraged the recent initiative undertaken by Delhi Police in East district wherein DCP concerned has directed briefing of staff beyond the premises of police stations in a public area, and directed its replication in other districts too. He also encouraged the practice of beat officials visiting the senior citizens as this gives them a sense of security and assurance.

It was briefed that integration of private security personnel with the police at ground level is vital for safety and security of the society. Further, to ensure their proper working, an impartial performance audit of these security agencies should be undertaken on priority basis.

Hon’ble LG suggested that appropriate steps should be taken for upgrading technical skills of beat staff so that they can leverage latest technology and become multi functional in order to meet future challenges.

Finally, Hon’ble LG also advised to introduce a system for incentivizing as well as disincentivizing the performing and non-performing officials respectively so as to keep the staff motivated to discharge their duties effectively.
