Lt. Governor, Delhi Sh. Anil Baijal chaired a Law & Order meeting today and reviewed the action taken to curb the menace of Drug and liquor abuse, particularly among youngsters. The meeting was attended by Chief Secretary, Delhi, Pr. Secretary (Home), GNCTD, Commissioner of Police, Delhi, Spl. CPs and Joint CPs of Police Delhi, and Spl. Commissioner (Transport), GNCTD.

Delhi Police made an elaborate presentation in this regard and discussed various facets of this problem. The various legal provisions were explained in detail too in reference to the action taken by Delhi Police and Excise Department.

Delhi Police informed about the areas of Delhi with the maximum registration of cases under NDPS Act. It was also apprised that bootlegging from neighbouring states in slum areas/re-settlement colonies/unauthorized colonies, open drinking, etc are main problems. The Department also apprised about the various shortcomings of the licensed country liquor shops of the State Corporation.

To overcome these problems, it was suggested that effective awareness campaigns in the media must be undertaken. Further, there needs to be a combined effort for provision of better de-addiction facilities and vocational training to those who have successfully gone through rehabilitation so that they have meaningful livelihood opportunities.

In this regard, Hon’ble Lt. Governor directed for constitution of a Taskforce to have a coordinated and structured mechanism to integrate efforts for de-addiction, skilling and rehabilitation.

Hon’ble Lt. Governor also stated that a regular mass campaign in various media must be undertaken by all the departments concerned. He also suggested for engagement of educational institutions and field experts so as to sensitize people especially of young age to make them aware about ill effects of drugs.

Hon’ble Lt. Governor also stressed upon the need to effectively crack down on the demand and supply side of drug users/sellers and sharing of intelligence information among different agencies for effective action.

Finally, Hon’ble Lt. Governor directed all the agencies concerned for planning and executing out-of-the-box solutions to eliminate drug abuse which is not only a legal problem but also a social problem. He suggested the proposed taskforce to come up with some end-to-end solutions for a drug addict that not only get him de-addicted from drugs but also ensure his complete reintegration with the society through provision of such skills that facilitate him to get a meaningful job that restores his dignity.
