Lt. Governor Delhi, Sh. Anil Baijal chairs 4th meeting of Task Force on Women Safety at Raj Niwas.

· Efforts by different agencies for installation of High-Mast lights to illuminate dark spots in Delhi especially in parks and around public toilets need to be expedited: L

· Prepare an SOP with active participation of stakeholders concerned to weed out the menace of illegal storage and sale of acid : LG

· Provide crèches in the JJ Clusters to ensure safety of minors: LG

· GPS in all Public Transport a must: LG

Sh. Anil Baijal, Hon’ble Lt. Governor, Delhi chaired the 4th meeting of the ‘Task Force on Women Safety Issues’ at Raj Niwas. The meeting was attended by Chief Secretary, Chairperson DCW, Principal Secretary (Home), GNCTD, Commissioner of Police, Spl CP (Women Safety), Pr. Secretary (PWD), GNCTD, Chairperson, NDMC, Commissioners of the three MCDs, Spl CP (Women Safety), Secretary (Social Welfare and Women and Child Development), GNCTD, Commissioner (Excise), CEO (DUSIB), GNCTD, Spl. Secretary (DSLSA) and Spl. Commissioner (Transport), GNCTD.

At the outset, action taken on issues identified in the 3rd meeting of Task Force held on 13 June, 2017 on Women Safety was reviewed.

On the issue of increasing Patrolling by PCR vans to reach within the designated time in response to a distress call made to Delhi Police, it was informed by Spl. CP (Women & Safety) that the average time taken is 5 -10 minutes and efforts are underway to reduce it further. A proposal for 541 PCR vans with adequate number of staffs is under process.

Regarding underage drinking, Commissioner Excise was directed to submit monthly data to the Finance Department in this regard specifying therein the number of violations detected and action taken.

Regarding improvement of lighting in public places, it was informed that about 90 percent of the identified dark spots have been illuminated and remaining shall be illuminated soon and they will be integrated with the central database centres. Commisioner NDMC informed about the dual use of High Mast tower and mobile tower on pilot basis in the NDMC areas. It was decided that all electric poles would be integrated with Geo-Tagging technology for its effective maintenance.

With regard to making Police Helpline & Women Helpline more effective, it was informed by Spl. CP (Women & Safety) that the police mobile apps are being continuously upgraded. Efforts are underway to bring them on a single platform. Hon’ble LG observed that GPS monitoring in all public transport is a must and a timeline may be drawn in this regard.

Pr. Secretary (Home) informed that Delhi Poison Possession and Sales Rules, 2015 have been notified and enforcement drive is being launched continuously in this regard with focus on the persons as well as places used. The Lt Governor directed to prepare an SOP with active participation of all stakeholders concerned for a coordinated approach to weed out the menace of illegal storage and sale of acid.

Hon’ble Lt Governor asked that all the stake holders should devise mechanisms for analyzing the causes of acquittal in sexual assault cases. He also asked Home Department to explore the processes that would provide for maximum punishment under the rules, especially in cases of rapes of minor and if needed, to also explore the possibilities to amend the rules in this regard so that this may act as deterrent. He also directed the Principal Secretary (Home) to see that investigations and prosecutions in rape cases are completed in a time bound manner.

Finally, Hon’ble Lt. Governor emphasized that all stakeholders must adopt a focused and coordinated strategy to make Delhi a safe city for women. Stressing on the need for a change in mindset as well, he directed the departments to keep up their efforts for generating awareness and sensitization. He urged all concerned to work towards creating a Delhi that is safe for women.
