Hon’ble Lt. Governor, Delhi Sh. Anil Baijal has written to Hon’ble Deputy CM with reference to his letter where the Hon’ble Dy. CM raised the issue of delay in payment of honorarium to Anganwadi Workers/Helpers and rent to landlords of Anganwadi centres. Hon’ble Lt. Governor stated that since this is the first time that Dy. CM has brought this issue to his notice, he immediately got the matter checked from the Department concerned.

Lt. Governor further stated that as per the status report received from the Department, the payment of rent to Anganwadi premises is upto date (till January, 2018) and sufficient funds are available under this Head. As such, it may not be correct to say that the payment of rent has been pending for three months. Still, if any specific case(s) of unpaid dues are in the notice of Hon’ble Dy. CM, he may take up with the department.

Regarding the payment of honorarium to Anganwadi workers and helpers, the Department has informed that the payment to Anganwadi workers has been made upto November, 2017 and that of Anganwadi helpers upto December, 2017. Lt. Governor also mentioned that the Department has informed that the payments for the remaining months are pending as the funds provided in the Budget 2017-18 for this purpose have already been exhausted.

Lt. Governor noted that being both the Finance Minister in-charge of Budget preparation and Minister heading the Department of Women and Child Development, Hon’ble Dy. CM would like to introspect why the Budget could not be planned in a more meticulous manner and provision for the additional requirement not made timely. Lt. Governor requested Dy. CM to take urgent corrective action for provision of adequate funds to ensure timely release of honorarium.

Finally, Hon’ble Lt. Governor wished that Hon’ble Dy. CM, being the Minister in-charge, had checked the facts with the department and taken timely action for provision of funds as Finance Minister before writing to him.
