Clearing the Legacy Waste at the Landfill Sites

Legacy waste has been disposed of, compared to the disposal of 51 lakh MT of legacy waste between the three years from May 2019 to May, 2022. The monthly disposal rate has increased by over 400 percent to an average of 6 lakh MT compared to the earlier average of 1.41 lakh MT. With participation of people, Central Government agencies and industries, the height of each of the three landfill sites has reduced by 15 meters each in just 7 months. The work to flatten the garbage mounds has continued on war-footing without stop.

The Hon’ble National Green Tribunal (NGT), vide its order dated 16.02.2023, constituted a High Level Solid Waste Monitoring Committee under the Hon’ble Lt. Governor, to oversee the solid waste management and removal of the legacy waste in the National Capital.

Jan Bhagidaari Project

For the first time, on the initiative of Shri Saxena, the residents of Delhi NCR have become a stakeholder in clearing Delhi’s legacy waste through the Jan Bhagidari project, which is structured to encourage the public to lift the C&D waste and inert material free of cost for use in construction activities. Since its launch in July 2022, over 1 lakh MT of inert and C&D waste has been lifted by the people from the landfill sites till February 2023.

Disposal of RDF to Cement Manufacturing Companies

This initiative of Shri Saxena of involving the Corporate Sector in waste disposal, envisaged selling RDF (Refuse Derived Fuel) waste to cement manufacturing companies for using it as an alternate fuel. For this, MoUs have been signed with leading cement companies for lifting RDF annually and thus saving huge costs to MCD, which was otherwise being spent on waste disposal. 

This is an innovative step of involving the Corporate Sector to utilize the legacy RDF waste at the landfill sites. The Cement Industry is picking up about 15,000 to 20,000 MT of RDF waste every month for use as fuel. As of now, 05 Cement Companies, situated till as far as Chittorgarh in Rajasthan, are picking up RDF from Delhi’s landfill sites. Further, Paper Mills situated in Western UP Districts like Shamli, Muzaffarnagar, Itawa, etc. have also started lifting nearly 100 MT RDF waste per day from Delhi.
