Sh. Anil Baijal, Hon’ble Lt. Governor, Delhi chaired a meeting today at Raj Niwas convened by Chairman, EPCA to review problems related to “Faecal material disposal in drains of Delhi & bad odour near drains and Violation of C&D material disposal rules in Delhi”.

The meeting was attended by Chief Secretary, Delhi; Dr. Bhure Lal, Chairman, EPCA; Vice Chairman, DDA; Chairman, NDMC; Pr. Secretary (Environment), GNCTD; Pr. Commissioner (Revenue) GNCTD; municipal commissioners; CEO (Delhi Cantonment Board); CEO (DJB)and other senior officers.

At the outset, Dr. Bhure Lal, Chairman, EPCA appreciated work undertaken by municipal corporations and other stakeholders in managing solid waste especially Bawana, Mundka Tikri, Hiran Kudna and nearby areas.

Bad odour in Drains         

In Delhi nearly 50% population is dependent on-site sanitation systems like septic tanks especially in the periphery of the city. These septic tanks are cleaned using private operators and the faecal sludge is often dumped in the nallahs/drains. It was informed that nearly 4 million liters of septage/faecal sludge is collected per day in Delhi. It was discussed and decided that:

  • All vacuum tankers in the city should be registered.
  • All tankers must have GPS so that the movement of the vehicle can be tracked
  • All tankers must be mapped to STPs where they can take their sewage for discharge.
  • Each STP must keep record of the sewage coming from the tankers; the location and volume

C&D material disposal

It was informed that C&D Waste is not being disposed off properly and can be seen dumped all over city along the major roads and contributing significantly in concentration of PM 10. It was discussed that following action needs to be taken:

  • Improve C&D collection and disposal system in the city.
  • DMCs to expand and intensify the network of C&D waste collection points.
  • Track transportation of waste from the collection points and mandate its transfer to the recycling facility only.
  • Increase the percentage for mandatory uses of recycled C&D waste in all government projects. Incentivise use of recycled C&D waste products.
  • Install CCTV cameras along eco-sensitive zones (Yamuna flood plains and Ridge) to monitor illegal dumping of C&D waste.
  • Increase the enforcement actions for illegal dumping.

Hon’ble Lt. Governor and Chairman, EPCA directed that all construction agencies should use maximum C&D recycled products for building works and road works.
