Lt. Governor, Sh. Anil Baijal chairs meeting convened by EPCA to discuss and review the issues of traffic management and environment pollution in & around ISBT, Anand Vihar.
Time lines to fixed by all departments/agencies for each activity for air pollution control in the area.
Stringent action to be taken against violators to control dust pollution.

Sh. Anil Baijal, Hon’ble Lt. Governor, Delhi chaired a meeting today at Raj Niwas to review the issues of traffic management and environment pollution in and around ISBT Anand Vihar where three terminals – bus, metro and railways converge.

The meeting was attended by Hon’ble Transport Minister Sh. Kailash Gahlot, Hon’ble Environment Minister Sh. Imran Hussain, Dr. Bhure Lal, Chairman, EPCA; Pr. Secretary (PWD), GNCTD; Commissioner, Transport, GNCTD; Secretary (Environment & Forest), GNCTD; Chairman, Spl. Commissioner (Traffic), Delhi Police; Addl. Commissioner, East MCD; AMD, UPSTRC; DGM, DIMTS; CEO, DJB; Engineer-in-Chief, PWD; representatives from Railway and Metro.

The meeting started with a review of the ‘ action taken points’ of the previous meeting held at Raj Niwas on 26thApril, 2018.

Secretary (Environment) made a presentation regarding issues related to Anand Vihar area as discussed in previous meeting.

Special Commissioner (Traffic) informed that Traffic Police has deployed staff in two shifts (from 7am to 3pm & 3pm to 11pm) at all 5 major choke points on daily basis. He further apprised that Traffic Police has taken action against unauthorized buses, TSRs/Taxis on the road near Anand Vihar. Traffic Police has launched prosecution along with East MCD with higher fines. Hon’ble Lt. Governor directed Spl. Commissioner (Traffic) to continue the drive and take stringent action against violators.

Additional Commissioner, EDMC informed that they have removed all the unauthorized encroachments. He also informed that at Anand Vihar ISBT area, EDMC has constructed toilets /Urinals/bathrooms, which are being operated and maintained by Sulabh International. Chairman, EPCA advised for creation of similar toilet/Urinal infrastructure by Northen Railways. Hon’ble Lt. Governor directed EDMC to start a mass awareness programme to inform public about infrastructural changes being made at ISBT.

Secretary (I&FC) informed that joint inspection with officers of Forest department and IFCD has been done and IFCD has submitted details for the proposed locations to Forest department for plantation. Lt. Governor directed to undertake maximum plantation in the area in the month of July.

Commissioner, Transport informed that unpaved area has been paved in and around Anand Vihar ISBT. Regular water sprinkling is also being done to control dust pollution. Hon’ble Lt. Governor directed for stringent prosecution and fines against violators. Chairman, EPCA also directed UPSRTC to pave the Bus Depot area under U.P.

Chairman, EPCA directed the departments concerned to submit concrete timelines (Bar graph) on each activity, which will be monitored by EPCA.

Hon’ble Lt. Governor also directed DPCC to speed up the conversion of fuels to PNG in industrial areas. Strict action would be taken against violators.

Hon’ble Lt. Governor directed Commissioner, Transport to take up matter regarding use of CNG buses with the neighboring states.

PWD & UPSRTC were asked to resolve the issue regarding construction of FOB to facilitate entry of passengers into Kaushambi Bus Depot. IFCD & EDMC shall also coordinate to work out removal of debris in and around ISBT.

Finally, Hon’ble Lt. Governor directed all the officers and agencies to ensure implementation of these measures before September 30, 2018.
