The Lt. Governor, Shri V.K. Saxena today chaired a meeting aimed at effecting inter-departmental/agency coordination on issues pertaining to Air Pollution in the Capital. Ahead of the quarter that witnesses air quality plummeting to the lowest in Delhi and NCR, today’s meeting was significant in terms of implementation of the Commission for Air Quality Managements (CAQMs) Policy and the related, revised Graded Response Action Plan (GRAP), 2022 that will get into effect from 01.10.2022. Those present in the meeting included CAQM Chairperson, Shri M.M. Kutty and Heads of all departments and agencies like, Environment & Forest, DPCC, DDA, MCD, PWD, Transport, Traffic Police, CPWD, NDMC and DCB amongst others. 

Reviewing the various aspects of emission inventories, like Road Dust, Domestic Burning and Emission from Vehicular Transport, etc. that affect Air Quality, the LG expressed concern over the fact that Dust and Transport Emission yet accounted for 26 and 41% of the pollution respectively. He called for urgent steps to be taken to mitigate the recurrent problems by resorting to strict enforcement, time-bound completion of related projects and real time monitoring of the situation at hand. 

Going through a presentation detailing steps being taken and to be rolled out with regards to various verticals, Shri Saxena issued the following important instructions apart from others: 

1. With regards to steps for dust management from construction & demolition activities that included registration of all construction sites of 500 sq. mtr. and above on the DPCC’s Dust Assessment Portal and self audit of mitigation measures being ensured by them, the LG directed the MCD to set in place special inspection teams to ensure strict enforcement and compliance. Upon being informed that only 28% of the registered construction sites were complying with the requirements of self audit, Shri Saxena asked for a public awareness campaign detailing the parameters of self audit and requirements of registration to be launched by the MCD, with a deadline of 15th October, 2022, for such compliance. 

2. With regards to dust mitigation from roads and open areas, the LG reiterated his directions to all road owning agencies including MCD & PWD to ensure 100% paving and greening of footpaths and Central Verges apart from repair of potholes and general maintenance of roads.  Asking officers to enhance and augment works under the ongoing ‘one road per zone every week’ program, Shri Saxena directed that all such works be completed by 15th October, 2022, and a list of all roads be provided to DPCC for physical verification and submitting a report within a week’s time.

3. Upon being informed that the novel idea of installing Anti Smog Guns, that sprinkle water over a much larger area from atop high buildings, had been planned to be installed over 30 identified buildings by PWD (03), NDMC (07), MCD (15) and DDA (05), the LG asked for at least 125 such building sites to be spread across the City. He asked for modified Anti Smog Guns to be installed on these buildings by end of October, 2022. Shri Saxena also directed that all such private and public sites be identified in the Capital, so that the CAQM could issue a mandatory order for installation of the modified Anti Smog Guns. 

Another review meeting will be held towards the end of October, to take stock of the scheduled works and the way ahead.
