The Lt. Governor, Shri V.K. Saxena today chaired the 04th meeting of the Apex Committee constituted to facilitate approvals for the implementation of Master Plan of Redevelopment of the AIIMS into a World Class Medical University, as approved by the Union Cabinet. During the review, the LG was informed that 18 out of the 20 statutory approvals from multiple agencies were already in place and only 02 of them were pending. It may be noted that the said 18 clearances were effected as a result of active steering and guidance by the LG, particularly after the 03rd meeting of the Apex Committee held on 26th July, 2022. The LG had stressed upon seamless coordination and expeditious approval from the concerned Departments/Agencies like DDA, UTTIPEC, NDMC, DFS, DJB, AAI, Department of Forest, GNCTD and DUAC.
While the process of designation 05 land parcels belonging to AIIMS for ‘redevelopment’ in the zonal development plan of Zone F, change of land use, development control norms for a unified campus and approval of transportation plan had been completed by DDA and UTTIPEC and NOC given, the process of approval of Master Plan for redevelopment, allocation of water, fire clearance, sewage re-routing and height approval had been completed by NDMC, DJB, DFS, DUAC and AAI, and NOC given.
The only major pending approval was that of tree cutting permission by Department of Forest & Environment, GNCTD. It was informed that this approval was pending for about a month and a half despite 26 hectares of land in Aaya Nagar and 06 hectare of land in Sultanpur having been identified for compensatory afforestation and tree transplantation. The LG expressed displeasure at this inordinate delay that could affect this project of National importance that will bring enhanced and augmented medical services and education to the people of the City and the Country. The LG said that he would take up the matter with Chief Minister, Shri Arvind Kejriwal to ensure early solution. The other pending matter of 05 land parcels to a single land parcel being allotted to a single lessee by L&DO, it was informed that the same was a procedural issue which will get completed within a few days. Those present in the meeting included Chief Secretary, GNCTD, VC, DDA, Director AIIMS, Chairman, NDMC, Secretary, Forest & Environment, GNCTD, CEO, DJB, Spl. Commissioner (Traffic), Delhi Police & other senior officials of concerned Departments/Agencies.
It is expected that with the approvals in place, works on the redevelopment project will start in the right earnest by the end of this year.
