Lt. Governor, Delhi Sh. Anil Baijal chaired Law & Order meeting today and reviewed general crime situation in Delhi. The meeting was attended by Commissioner of Police, Delhi, Spl. CPs and Joint CPs of Police Delhi.
Delhi Police made a detailed presentation in this regard covering different aspects of Law & Order situation and preventive as well as corrective measures. The main issues discussed included strategy to control crime; women’s safety initiatives; enhancing community outreach through Yuva, Police Mitra, Prahari, Eyes and Ears Scheme and Neighbourhood Watch Scheme; efforts for reduction in response time; visibility of Police; use of Technology, etc.
Delhi Police informed Lt. Governor about the general crime graph in the city. It was apprised that there has been a decline in heinous crimes vis-à-vis last year by 7.08% (dacoity by 60.87%, snatching by 28.90%, robbery by 13.58%, attempt to murder by 11.99%), decline in crime against women (Molestation of women by 2.08% and Kid/Abduction by 0.84%), increase in arrest by 5.87%, increase in detection rate by 1.89%, 67 criminals carrying reward have been arrested and there is also sharp increase in recovery of narcotics, fire arms, Fake Indian Currency Note (FICN) and illicit liquor.
Hon’ble Lt. Governor was also informed about the steps taken regarding women’s safety initiatives. It was further informed that 749 vans patrol the city 24X7 with instructions to assist women returning late at night or if stranded. Delhi Police also informed that it has held 654 self-defence training programmes for girls up to 30th June, 2018 and has trained 1,37,532 girls.
It was further apprised that presently there are 10 all-women PCR Vans. 299 women police personnel are deployed on 153 PCR Vans, and 142 women police personnel perform critical duties in Central Police Control & Command Room.
Delhi Police is also carrying out an outreach programme for residents from North-East. For this, Delhi Police has deputed 64 representatives, and 66 meetings were organized upto 31st May, 2018. 1093 helpline is functional for North East residents and there is also a highly popular Face Book page for addressing issues related to residents of North East ( www.spuner.co.in).
Hon’ble Lt. Governor was also informed about the steps taken regarding efforts for reduction in response time such as automatic call distribution system, deployment of MPVs (Multi Purpose Vans) in high call-density areas, PA-100 channel expanded to 100 lines, women helpline 1091 expanded to 10 lines and the NERS-112 project should be operational by March, 2019, which would be completely digital.
It was informed to Lt. Governor that Beat Patrolling has been revamped by motor-bike patrolling, and regular briefing outside the four walls of the police stations. In order to ensure effective patrolling, induction of more number of motorcycles has been prioritized.
At the outset, Hon’ble Lt. Governor directed that crimes against minors must be monitored regularly, including an analysis of quality of prosecution, and conviction & acquittal rates in such crimes.
Hon’ble Lt. Governor also advised that security audit of IT systems must be regularly conducted so as to prevent any misuse of data. Hon’ble LG further desired that the residents should be kept informed through Information, Education and Communication (IEC) activities about the various citizen- centric initiatives undertaken by Delhi Police.
Finally, Lt. Governor advised Delhi Police to make its presence more visible and its personnel more accessible. He also suggested Delhi Police to facilitate and regularly analyse feedback received from residents for constant improvement in it functioning.
