- CCTNS Project Core Application Software (CAS) version upgraded from 3.0 to 4.5 making police Rojnamcha on Real Time with time stamping, bringing more transparency in the system from 01stSeptember, 2018.
- The police is going to integrate their system with Courts, Jails, Prosecution and Forensic Science Laboratory (FSL) on sharing of information on Real Time, soon.
- This system will also be soon integrated with DIAL 100 which will directly transmit the calls received in PCR to the concerned Police Stations for taking action.
- To improve quality of investigation a Pilot Project is going to be implemented for separation of investigation from Law & Order in two Police Stations in each district.
Lt. Governor, Delhi Sh. Anil Baijal in law & order meeting today reviewed measures for improvement in quality of Investigation, Prosecution and Conviction Rate. The meeting was attended by Chief Secretary, Delhi, Addl. Chief Secretary (Home), GNCTD, Commissioner of Police, Delhi, Pr. Secretary (Law), GNCTD, Spl. CPs and Jt. CPs of Delhi Police.
Spl. CP (Crime) made a detailed presentation and informed about the present status and current trend in this regard. He further informed that in CCTNS Project Core Application Software (CAS) version has been upgraded from 3.0 to 4.5 making police Rojnamcha on Real Time with time stamping of general diary reference, FIRs, complaints, NCR, Kalndaras, missing and UIDB reports etc. from central server with effect from 01st September, 2018. This means all the documents being created in all the Police Stations of Delhi relating to crime, criminal and investigation will have a Real Time stamping brining effectiveness, and transparency in the police working to make it citizen friendly. This cultural change will improve the reliability and quality of the police functioning.
The system of manually maintained Rojnamcha being used by Delhi Police has been done away with. The upgraded system has the provision for displaying details of persons arrested by police in all the Police Stations in the last 24 hours through the Citizen Portal as per the directions of the Hon’ble Supreme Court of India. It has also provided access to national database at Police Station level for exchange of information to reduce the time lag of correspondence among the Police Stations in other States of India. This cultural change will make the police moretransparent, efficient and public friendly.
In the way forward, it was informed that the police is going to integrate their system with Courts, Jails, Prosecution and Forensic Science Laboratory (FSL) for sharing of information on Real Time. Besides this system will soon be integrated with DIAL 100 which will directly transmit the calls received in PCR to the concerned Police Stations for taking action. The other applications which are to be integrated are MV Theft e-FIR, Criminal Dossier System, Automatic Finger & Palm Prints Identification System (AIFPIS), Crime & Criminal Information System (CCIS), ZIPNET, Personal Information System (PIS), etc.
Delhi Police further informed Hon’ble Lt. Governor that in order to improve the quality of investigation, a Pilot Project is being planned for separation of investigation from Law & Order in two Police Stations in each district. The investigation teams will be formed under the Inspector (Investigation). This newly created investigation wing will be given sufficient staff strength, resources, etc. with clear mandate of their responsibilities and duties.
The roles of FSL and Prosecution Branch were also discussed in detail to aid the police in improving the quality of prosecution and the conviction rate.
The initiatives of separation of investigation from Law & Order in Police Stations and having Rojnamcha on Real Time basis were also appreciated by Hon’ble Lt. Governor.
