Incentivise online services to facilitate users : LG to MCDs

Streamline issue of online birth certificates and promote ‘ease of living’ right from birth : LG to MCDs

Hon’ble Lt. Governor has directed all three Municipal Corporations to increase online services for issuing of Birth and Death certificates in line with the goal of ‘Digital India’.

Hon’ble LG stated that there is a huge potential to increase online issue of certificates through wide publicity, simpler processes and user friendly interface. He also advised to incentivise issue of online certificates. Existing software may be upgraded to provide additional features for inclusion and correction of names in Birth record to further facilitate users.

Hon’ble LG directed Municipal Commissioners to review functioning of Registrars and Sub-Registrars and ensure that the first copy of Birth certificates is provided to the parents by the respective hospitals at the time of discharge itself for hospital births.

Hon’ble LG exhorted that Municipal Bodies should brace up providing citizen services through online modes and promote ‘ease of living’ in accordance with vision of Hon’ble Prime Minister.  He further stressed that efforts of MCDs in streamlining issue of online birth/death certificates will go a long way in promoting ‘ease of living’ right from the time of birth.

It may be noted that the issue of Birth and Death certificates is one of the major functions of the local bodies. Approximately 10 lakh Birth/Death certificates are issued in Delhi in a year. Since 2016, online system for issuing these certificates has been deployed by all ULBs. 

According to the data, in the last year, total 10,09,873 Birth/Death certificates were issued by Municipal Corporations out of which 2,49,368 (24%) were issued online and rest certificates were issued offline.

Hon’ble LG has directed all Municipal Corporations to endeavour to increase online service delivery, publicize it widely, incentivize online usage, regularly monitor and make attempts to reduce visits to government offices.
