Hon’ble Lt. Governor empowers officers of Health Department, District Magistrates, SDMs, officers authorised by them, and Sub Inspector and above of Delhi Police to impose fines for violating norms in relation to COVID-19.

•             Hon’ble Lt. Governor empowers officers of Health Department, District Magistrates, SDMs, officers authorised by them, and Sub Inspector and above of Delhi Police to impose fines for violating norms in relation to COVID-19.

•                  The objective is to make sure that guidelines for containing the spread of COVID are followed strictly in letter and spirit.
•               Fine to be levied for non-observance of quarantine rules, non-maintenance of social distancing, not wearing face mask in public / work places, spitting in public places and consumption of paan, gutka, tobacco, etc. in public places 

•               Rs 500 to be levied as fine for first offence and a fine of Rs. 1000/- for repeat offence

•              In case of failure to pay spot penalty, action under Section 188 IPC shall be taken against offender by the authorised police officer.
 

Hon’ble Lt. Governor today approved regulations called the Delhi Epidemic Diseases, (Management of COVID-19) Regulations, 2020 and empowered Secretary (Health & FW), GNCTD; Director General Health Services (DGHS), GNCTD; District Magistrate, Chief District Medical Officer (CDMO), Sub Divisional Magistrate (SDM) and District Surveillance Officer (DSO); and officers as authorized by Department of Health & Family Welfare, Govt. of NCT of Delhi and District Magistrates and zonal DCs of MCDs; and the officers of the rank of Sub Inspector and above of Delhi Police to impose a fine of Rs. 500 for the first offence and a fine of Rs. 1000/- for the repeat offence, if any person is found violating the following norms:-

Observation of quarantine rules.
Maintaining of social distancing.
Wearing of Face mask/cover in all public places /workplaces.
Prohibition of spitting in public places.
Prohibition on consumption of  paan, gutka, tobacco etc in public places.

In case any person fails to pay the penalty on the spot, action under Section 188 IPC shall be taken against offender by the authorised police officer on receipt of a complaint from any authorised officer or on his own.
