Hon’ble Lt. Governor, Delhi Sh. Anil Baijal reviews measures to contain novel Coronavirus (COVID – 19) in Delhi with Hon’ble Chief Minister, Sh. Arvind Kejriwal, Hon’ble Dy CM Sh Manish Sisodia & Health Minister, Sh. Satyendar Jain and other senior officers.

All departments/autonomous bodies/PSUs etc. of GNCTD to segregate essential/non-essential activities and all non-essential activities to remain suspended : LG

Public Transport systems including Delhi Metro, Railways, buses and places such as ISBT’s , railway stations, metro stations to ensure  continued and  periodic disinfecting and other precautionary measures – LG

Awareness regarding mandatory reporting of suspected positive cases at 24x7 helpline numbers  (24x7 control room number for COVID-19 : 011-22307145, 011-22300012,011-22300036)

Authorities concerned to ensure strict enforcement of home quarantine conditions

Honble LG advised public to avoid unnecessary travel and  practice social distancing

Explore possibility to make provision of mobile vans with essential commodities of daily use with essential medical items at different residential areas to decrease the need of the people to visit market.

Hon’ble Lt. Governor, Delhi Sh. Anil Baijal today chaired a meeting at Raj Niwas to review the preparedness measures to contain novel Coronavirus (COVID – 19) in Delhi. Hon’ble Chief Minister, Sh. Arvind Kejriwal, Minister for Health, Honb’ble Dy CM, Sh Manish Sisodia, Sh. Satyendar Jain, Chief Secretary, Delhi, Additional Chief Secretary (Home), GNCTD, Commissioner of Police, Nodal Officer for Delhi for COVID-19, Government of India, Pr. Secretary (Revenue), GNCTD, Pr. Secretary (PWD), GNCTD, Secretary (Services), GNCTD, Secretary (Health), GNCTD, Secretary (Education), GNCTD, Labour Commissioner, GNCTD, officers from DMRC, Northern Railways, NDMC, three MCDs and other senior officer of Directorate General of Health Services were also present in the meeting. 

At the outset of meeting, Secretary (Health & Family Welfare) made a detailed presentation regarding present status of COVID-19 in Delhi, action taken, availability of quarantine facilities, availability of hospital beds, steps already taken and other proposed measures to contain Coronavirus (Covid-19).

It was agreed that all activities of GNCTD be segregated into essential/non-essential and all non-essential activities shall remain suspended. However, all employees to be available for work from home telephonically  and online if need be.

 

After detailed deliberations and discussions on the current situation of COVID-19 in Delhi, directions were issued for compliance of the following:

  1. Mandatory thermal screening at Public Places likes Malls, Courts, offices, Hotels, Hospitals, Residential Complexes, etc. Efforts should also be made for thermal scanning of every person going in public space.

 

 

  1. Mandatory reporting of suspected positive cases at helpline no./CATs Ambulances for picking up of suspect at thermal screening points if that person reports that he/she may have had recent contact with person who returned after visiting COVID-19 affected countries.

 

  1. Permission for Home Quarantine people be given only after stamping on hand and on undertaking do’s and dont’s notified by Government. Neighbours of all home quarantine people be informed for active vigilance. RWA office bearers, neighbours may be informed about the persons under home quarantine in that residential complex/area. A workable mechanism to make the neighbours/people aware may be devised.

 

  1. Public awareness for mandatory reporting of any breach by Home Quarantine person.

 

  1. FIR for violation of conditions by Home Quarantine person under section 188 of IPC as prescribed under Regulation 18 of the Delhi Epidemic Diseases, COVID-19 Regulations, 2020 issued by Health & Family Department.

 

  1. Private Sector be advised to work from home wherever possible.

 

  1. Promote contactless digital transactions (UPI, etc.).

 

  1. Advised public to practice social distancing and unnecessary travel unless emergency, particularly senior citizens, person affected with Hypertension/Diabetes/Respiratory Diseases/Pregnant Women/Cardiac/Patient taking steroids and small children.

 

  1. Stoppage of breath analyser tests by Traffic Police.

 

  1. Waiver of tax for hotel rooms for quarantined persons.

 

  1. Fine on spitting in public places and strict enforcement. Educate people to follow proper cough etiquettes.

 

  1. Information, Education & Communication (IEC) activities to be intensified by various means to contain the epidemic. Intensive public awareness campaigns and sensitization drives continue to disseminate the modality of spread and prevention from infection.

 

  1. Preparations be made to map availability of ICU Beds and Ventilators in government and private sector and SoP be made to ramp up their availability.

 

  1. Advised to depute more officers in health under Secretary (Health) and concerned District Magistrates looking after quarantine of passengers may be strengthened by diverting staff from other districts/departments.

 

  1. Provision of mobile vans with essential commodities of daily use with essential medical items at different residential areas may be explored which will decrease the need of the people to visit market.

 

  1. All Shopping Malls in NCT of Delhi should be disinfected daily and shall also make provisions of availability of ample number of hand sanitizers at main entrance and individual shops for visitors. All entry should be allowed only after cleaning of hands with hand sanitizers.

          Hon’ble Lt. Governor stated that we all need to be utmost careful to prevent community spread of coronavirus. Honble Lt Governor once again appealed all to follow govt directives, practice social distancing, avoid unnecessary travel.
