Reviews health preparedness and relief measures to contain COVID-19.

Health Department to ramp up medical facilities keeping in view Delhi’s present statistics & medical scenario : LG   

Lt. Governor advises Health Department to intensify surveillance of Influenza-Like Illness (ILI) & continue focus on surveillance micro plan, proper delineation & efficient perimeter control with active case search & contact tracing.

DDMA also presented relief measures being taken for distressed population including migrant workers.

Meticulous arrangement for the movement of stranded people, shelter homes & rehabilitation as per directions of GoI should be ensured : LG  

DMs/DCPs to ensure seamless movement of essential good/services.

Hon’ble Lt. Governor chaired meeting of Delhi Disaster Management Authority (DDMA) to review Health Preparedness and relief measures with Hon’ble Chief Minister, Dy. Chief Minister, Revenue Minister, Health Minister, Chief Secretary, Addl. Chief Secretary (Home), Commissioner of Police, Delhi, Director Local Bodies, GNCTD, Divisional Commissioner, Secretary (Health), CEO, Disaster Management, Delhi and other senior officers.

Pr. Secretary (Health) presented COVID-19 statistic of Delhi, where it was informed that upto 14th May, 2020 there are 8470 cases in Delhi out of which  3045 have recovered and total active cases are 5310, total cumulative testes till date are 1,19,736. It was informed that Delhi’s doubling rate is more than 12 days, recovery rate 32.88%, fatality rate 1.13%, tests conducted per million 4968 and positive confirmation rate is 6.9%.

Convener/Revenue Secretary, Delhi Disaster Management Authority apprised that to take care of the distressed population, including migrants, Chairperson, State Executive Committee  have issued order for Hunger Free Delhi. GNCTD through DDMA, empowered the District Magistrates to fulfill this commitment through Food Centres. DMs were authorized to open more Centers as well as Shelters for Migrant Labour. It was informed that over 18,000 people were housed in over 340 shelters and currently nearly 1900 Food Centres (including DUSIB shelters) are catering over million beneficiaries daily twice.

Distribution of free of cost PDS ration with 50% enhanced allocation has benefitted 71 lakh beneficiaries. Free Dry Ration has also been distributed to over 2 million people not having Ration Cards.

As per directions of Govt. of India movement of the stranded migrant labour has been permitted since 29th April, 2020 strictly as per GoI protocol. GNCTD has appointed Nodal Officers for each State to coordinate the movement of migrant labourers. Workers housed in the Shelters belonging to Bihar, MP, J&K have already been moved to respective States by GNCTD. Out of over 12,000 migrant labour in shelters over 3500 have moved and safely reached their homes. DDMA is collecting information of the distressed , stranded people of other States in Delhi.  Till now over, 60,000 people have registered on this portal.

For movement of Indians stranded abroad, 2300 rooms have been requisitioned and more have been identified for quarantine in Delhi.

Districts and other agencies are working tirelessly to cater to the increasing demands for quarantine centres and  Covid Care Centres. Government Buildings, DUSIB Flats, School Buildings, Hotels etc. have requisitioned to be used for quarantine and COVID care. 20 COVID care centres have been established in Delhi with the capacity of 5949.

To revive economic activities  GNCTD authorized the DMs to issue e-passes in rational manner for seamless movement of essential goods and services and facilitate E-commerce Operators.  Industrial estates are allowed to open as per directions of GoI, they are being facilitated.  Other activities including in-situ construction activities, standalone shops, self-employed work have also started.

Hon’ble Lt. Governor advised Health Department to intensify surveillance for Severe Acute Respiratory Infections (SARI)/Influenza-Like Illness (ILI) in Delhi. He also instructed Health Department to ensure continued focus on surveillance micro plan, proper delineation, efficient perimeter control, active case search and contact tracing.

He advised Health Department to prepare a comprehensive futuristic plan for setting up of more COVID Hospitals, Health Care Centres, Test Centres to cure and contain the spread of COVID-19.

Lt. Governor directed DDMA to ensure screening of stranded people moving out of or entering the national capital from other states strictly as per the SOP. Govt. of India be requested for more trains as per requirement. He also instructed to constitute dedicated teams comprising doctor, nurse, nodal officer and pharmacist for screening people with all the necessary equipment.

During the meeting Hon’ble Lt. Governor stated that our frontline workers i.e. doctors, nurses, paramedical staffs, policemen, sanitation workers, administrative officers and teachers are tirelessly working 24X7 to contain the Coronavirus to keep us safe and it is because of them we are able to put up a brave fight to contain the Covid-19 pandemic. It should be our endeavour that there should be no compromise on the safety and security of frontline health workers.

Lt. Governor appreciated the solidarity of the residents of Delhi during the lockdown period and urged people to imbibe the core mantra advised by Hon’ble Prime Minister, Sh. Narendra Modi Ji “Do Guj Doori” & “Jaan Bhi Jahan Bhi”  and use Arogya Setu App to keep safe from COVID-19.
